How do people get away with selling these replica bags?

I always hear about how illegal it is….then you see it all over ebay, etc. I go to local festivals and there are vendors with their own booths selling these items. How do they get away with it? If it’s illegal?? Any insight?
Ok but what about the ones who don’t super glue a logo on it. They just sell replica purses out in the open? Logo and all….why don’t they get in trouble? Some people act like this is not a big deal, others act like it’s huge…which is it?
